Mapping the Campus: How AISHE is Streamlining India’s Higher Education Framework

Launched in the academic year 2010–11, AISHE (All India Survey on Higher Education) serves as the definitive source for mapping the complete status and growth trends of higher education across the nation. It is an annual initiative by the Ministry of Education to compile and analyze comprehensive statistics on India’s higher education system.

AISHE (All India Survey on Higher Education) is an annual, web-based national survey conducted by the Department of Higher Education under the Ministry of Education, Government of India. The survey covers all institutions in India that provide higher education. Every participating institution is assigned a unique tracking identifier known as an AISHE Code.

AISHE Code: The Digital Fingerprint for Institutions

An AISHE Code is a unique, alphanumeric identifier assigned to every recognized higher educational institution in India by the Ministry of Education.

  • National Database Role: The AISHE Code acts as an institution’s “fingerprint” in the national education database. It also helps the government to identify all institutes of learning in the country.

  • Mandatory Requirement: The code is mandatory for participating in the NIRF (National Institutional Ranking Framework) and obtaining NAAC (National Assessment and Accreditation Council) accreditations.

  • Origin: It was introduced as part of an annual web-based survey to build a robust database on the true state of higher education across the country.

  • Eligibility Criteria: To receive a code, an institute must impart Higher Education, meaning it offers programs (such as diplomas, degrees, or Ph.D.s) that require at least 10 to 12 years of prior schooling and are of duration of at least nine months. This includes universities, colleges, and standalone professional institutions.

Data Utilization

AISHE collects comprehensive data from thousands of higher education institutions nationwide to build a robust database for policy formulation, institutional planning, and educational research.

Parameters and Indicators Collected

  • Parameters: Data is being collected on several parameters such as teachers, student enrolment, programmes, examination results, education finance, infrastructure, etc.

  • Calculated Indicators: Indicators of educational development such as Institution Density, Gross Enrolment Ratio, Pupil-teacher ratio, Gender Parity Index, Per Student Expenditure are also calculated from the data collected through AISHE.

  • Sector Impact: The survey provides an accurate, evidence-based picture of the higher education sector across India. These are useful in making informed policy decisions and research for development of education sector.

Strategic Benefits for Policymakers

The data collected also helps policymakers in:

  • Tracking the Gross Enrolment Ratio (GER): Measures the percentage of students in the 18–23 age group enrolled in higher education.

  • Monitoring Social Inclusivity: Analyzes enrolment trends across different categories, including Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and minority communities.

  • Evaluating Gender Parity: Assesses the Gender Parity Index (GPI) to ensure balanced educational opportunities.

  • Assessing Infrastructure & Funding: Captures data on institutional capacity, scholarships, and financial expenditures.

How AISHE Supports the University Grants Commission (UGC)?

While it is administered by the Ministry of Education, statutory regulatory authorities like the University Grants Commission (UGC) play a major role in its implementation, execution, and data utilization. AISHE supports the UGC in several key areas:

  • Policy Formulation & Strategic Planning: AISHE collects actionable statistics on student enrollment, faculty distribution, and infrastructure. The UGC uses this data to identify gaps in educational access, assess the Pupil-Teacher Ratio (PTR), and formulate inclusive education policies.

  • Targeted Grant Allocation: By understanding exact institutional needs, student counts, and demographic distributions, the UGC can allocate central funds and financial grants accurately and fairly to eligible universities and colleges.

  • Tracking Educational Growth: AISHE data allows the UGC to continually monitor the development of the higher education sector by calculating crucial indices like the Gender Parity Index (GPI) and overall institutional density.

  • Annual Reporting & Statutory Compliance: The UGC’s Information and Statistics (I&S) Bureau relies entirely on the AISHE Portal to supply accurate information for Parliament questions, RTIs, and the UGC Annual Report.

  • Institutional Accountability: AISHE requires every recognized Higher Education Institution to upload its data. This creates a reliable national directory of universities and colleges, increasing transparency and ensuring compliance with UGC standards.

  • Measuring the Gross Enrollment Ratio (GER): AISHE tracks the exact GER for the 18–23 age group, allowing the government to evaluate how many young adults are accessing higher education and identify areas needing improvement.

  • Promoting Inclusivity: The survey compiles granular data on student demographics, including gender, caste (SC/ST/OBC), and minorities. This highlights educational disparities and helps tailor targeted scholarship and affirmative action policies.

  • Evidence-Based Policy Making: By providing reliable, year-over-year statistics, AISHE forms the statistical backbone for the implementation and monitoring of the National Education Policy (NEP) 2020, which rests on the pillars of access, equity, quality, and accountability.

  • Evaluating Infrastructure and Finances: It captures detailed records of institutional infrastructure (libraries, laboratories, hostels), research facilities, and funding/expenditures. This guides the government and regulatory bodies like the University Grants Commission (UGC) in judiciously allocating grants.

  • Faculty and Student Tracking: AISHE maps Pupil-Teacher Ratios (PTR) and the availability of both teaching and non-teaching staff, which aids in assessing the quality of education and addressing faculty shortages.
