From Paper Leaks to Protest: A Timeline of SSC Exam Irregularities (2018–2025)

The Staff Selection Commission (SSC), one of the most important government recruitment agencies in India, has remained under scrutiny since 2018 due to repeated allegations of paper leaks, mismanagement, corruption, and delays. Despite various reforms and official assurances, issues continue to plague the commission’s operations, leaving lakhs of aspirants frustrated and disillusioned.

2018: The Spark – SSC CGL Tier-II Paper Leak

In February 2018, SSC’s Combined Graduate Level (CGL) Tier-II examination became the epicenter of controversy after screenshots of the exam paper surfaced on social media before and during the exam. Students alleged the question paper was leaked and the exam system was tampered with.

The issue sparked a massive protest at SSC headquarters in New Delhi, with students demanding a CBI inquiry. The government responded by ordering the probe. However, the CBI’s findings remained inconclusive in the public domain, and no major clean-up of the system followed.


2019–2020: Delays and Technical Failures

Following the 2018 controversy, candidates expected structural reforms. However, the following years were marked by:

Unexplained cancellations of certain exams.

Poorly managed online examination platforms leading to widespread technical errors.


The SSC JE, CHSL, and GD Constable exams all saw disruptions during this period. Several recruitment cycles extended beyond 18–24 months, causing distress among aspirants.

2021–2022: COVID-19 and Recruitment Freeze

While some exams resumed by late 2021, students complained of inconsistent scheduling, short notice periods, and poor communication from SSC.

2023: SSC MTS and GD Paper Leak Allegations

In 2023, allegations of another paper leak surfaced during the SSC MTS (Multi-Tasking Staff) and GD (General Duty) Constable exams. Leaked questions allegedly matched actual exam papers. The SSC dismissed these claims as rumors, but student groups demanded an independent investigation.

Social media again played a crucial role, with #SSCScam2023 trending nationwide. However, no formal inquiry was initiated, and the exams were declared valid.

2024: Growing Demand for Independent Recruitment Regulator

Amid growing dissatisfaction, several educational experts and opposition leaders advocated for a centralized, independent regulatory body to oversee all government exams.
A parliamentary committee also submitted a report recommending:

Third-party audits of vendors.

Transparent grievance redressal systems.


But the recommendations remained largely unimplemented as of mid-2025.

2025: Status Quo Continues

While SSC claims to have introduced reforms such as:

Students allege that these are either poorly enforced or insufficient. Recent complaints include:

The Bigger Picture

Lakhs of young Indians rely on SSC exams as a gateway to secure government employment. However, the credibility of the Commission has taken a severe hit over the years. Critics argue that SSC continues to operate in a non-transparent and bureaucratic manner, failing to adapt to modern examination standards.

Unless the government takes strong steps to revamp the system, student unrest is likely to grow, further eroding trust in public recruitment bodies.
