In its largest-ever annual budget, the Bihar government has allocated a record ₹68,216 crore to the education sector for the financial year 2026–27, aiming to transform the state’s academic landscape from primary schooling to higher education. This marks the highest share of state spending compared with other departments, reflecting the government’s commitment to improving learning outcomes, infrastructure, and educational access.
The budget was presented by Finance Minister Bijendra Prasad Yadav in the Bihar Legislative Assembly as part of a ₹3.47 lakh crore fiscal plan for the upcoming year — the largest in the state’s history.
Major Focus Areas in Education Funding
The substantial allocation of ₹68,216 crore covers a wide range of priorities across the education sector:
Teacher Recruitment and Wages
A significant portion of the budget is earmarked to recruit and retain qualified teachers and education staff, aiming to reduce vacancies and strengthen classroom instruction at all levels.
Infrastructure Development
Funds will support the construction and modernization of school and college buildings, laboratories, libraries, and digital classroom facilities — especially in rural and underserved areas. Efforts include establishing model schools in every block and upgrading existing ones to enhance learning environments.
Digital and Skill-Based Learning
The budget also emphasizes digital learning initiatives, such as smart classrooms and technology-enabled education tools aimed at bridging the digital divide and preparing students for the evolving job market.
Higher Education Support
In addition to school education, higher education institutions are set to receive enhanced funding to improve academic quality, research capacity, and campus facilities. This includes provisions for new degree colleges and specialized programs.
Scholarships and Student Aid
The budget includes provisions for scholarships and financial assistance to students from economically weaker sections, encouraging continued school attendance and higher education enrollment.
Significance of the Allocation
The ₹68,216 crore allocation represents roughly 19.6% of the total state budget, making education the top priority among all departmental expenditures. Analysts note that this share is an increase compared with previous years, highlighting Bihar’s strategic focus on empowering its youth and strengthening human capital.
Education spending was followed by allocations for other vital sectors such as rural development, health, and infrastructure, but no other department received as much funding as education.
Government’s Vision and Reaction
Officials explained that the education-centric budget aligns with Bihar’s broader development goals — improving literacy and learning outcomes, enhancing employability, and addressing long-standing challenges in educational access. By investing heavily in schools and colleges, the government aims to ensure that students across Bihar have better opportunities to succeed in a competitive and evolving economy.
The significant increase in education funding has been welcomed by educators and student groups, who see it as a positive step toward strengthening the state’s academic ecosystem and narrowing disparities in education quality.
