US Introduces \$250 Security Fee for Most Non-Immigrant Visas

In a significant policy change, the United States has announced the introduction of a \$250 “Visa Integrity Fee” for most non-immigrant visa categories, including tourist (B-1/B-2), student (F-1), and work visas such as the H-1B. The fee, which will take effect from the 2026 fiscal year, is aimed at discouraging visa overstays and improving compliance with immigration regulations. This additional charge will be collected at the time of visa issuance and will act as a refundable security deposit. Applicants can request a refund if they either leave the US within five days of their visa or I-94 expiration, or if they legally change their status (e.g., to a green card) before their visa expires.

The new fee is part of a broader immigration funding bill signed into law on July 4, 2025. It applies to nearly all non-immigrant visas, with exceptions only for certain diplomatic categories (A and G visas). In addition to the integrity fee, visa applicants may also need to pay other charges such as a \$24 I-94 arrival/departure record fee, a \$13 ESTA fee for travelers from visa waiver countries, and a \$30 EVUS fee for long-term Chinese visa holders. For Indian travelers, the total cost of a US tourist visa could rise from the current \$185 to nearly \$470 under the new structure.

While US officials argue that the new fee will promote accountability and reduce illegal overstays, critics say it could deter genuine travelers, students, and professionals from visiting the country. Immigration experts have also raised concerns about the burden of applying for refunds and the potential negative impact on international education and tourism. The refund process will require travelers to submit documentation proving timely departure or legal status change, and the process will not be automatic.
